Surface the exceptions and edge cases before designing anything.
Design the workflow
Build the simplest path that covers the real need.
Test normal cases and exceptions
Check the workflow holds up on common cases and edge cases.
Deploy
Put the workflow into service in the real environment.
Document
Leave a clear record of what the workflow does and why.
